Memorandum of Agreement Promotes Justice Cooperation Program.
Vanuatu and the Solomon Islands have taken a significant step to strengthen their bilateral relations by signing a Memorandum of Agreement (MOA). This agreement establishes a cooperation program between the Solomon Islands Ministry of Justice and Legal Affairs and Vanuatu’s Ministry of Justice and Community Services.
The signing ceremony occurred at the Chiefs’ Nakamal premises after a consultation at The Melanesian Hotel conference room in Port Vila.


According to Vanuatu’s Ministry of Justice and Community Services, this initiative aligns with an earlier agreement made by the Melanesian Spearhead Group (MSG). This agreement aims to foster exchanges in various sectors, including sports and culture, with several sectors already participating.
Discussions about the justice cooperation began earlier this year, focusing on a Justice Twinning Programme. This program will facilitate the exchange of officers and resources between the two nations. It aims to share expertise in judicial practices, legal administration, land reform, and correctional services.
Minister Clezy Rore expressed appreciation for the collaboration. He emphasized the potential benefits for both countries, stating, “We are very happy that you accepted this, moving forward between our two countries to share ways to advance our Ministries of Justice for our people.”
Minister Rore also acknowledged the support from Australia’s Department of Foreign Affairs and Trade (DFAT), which facilitated this initiative. He mentioned that this partnership could expand to include other Pacific nations, such as Papua New Guinea and Fiji.


Minister John Amos of Vanuatu characterized the signing as a historic moment, marking the first collaboration between the two ministries on such an initiative. He referenced the longstanding relationship between Vanuatu and the Solomon Islands, citing their cooperative efforts in various fields, including past peacekeeping missions.
“This partnership lays the groundwork for Justice-to-Justice cooperation in policy development, professional training, and legal system strengthening,” Minister Amos explained. He stressed the importance of working together to secure a prosperous future for Melanesia.
As part of their visit, the Solomon Islands delegation will also sign an agreement with the Pacific Islands Legal Information Institute (PacLII) and engage with law students in the Solomon Islands, further enhancing legal collaboration in the region.
